* fix(lint): flag static composition hosts without opt-out

* fix(lint): accept logical and nested-key timeline registrations

Keeps the registration forms the old substring check accepted (??=, ||=, [ids[0]]), carries the
test cases from #3760, and splits the rule so it stays under the complexity gate.
