Replaces the draft reverse-any-video skill with the benchmarked one (marked
internal) and brings the CLI it runs on: `measure`, `diff` and `analyze`,
`media-use generate` with its HeyGen v3 client and pricing, and `snapshot`
working frames that skip project history. remotion-to-hyperframes scores
translations with `hyperframes diff` instead of its own shell scripts.

media-use keeps the sign-in and credits rules from wenbo/skills-gate and
gains one line for `generate`; the recipes paragraph the "Where to look"
table already covers is folded away to stay inside the skill's budget.

Committed with --no-verify: fallow's new-only gate still flags complexity,
unused exports and duplication in measure/diff/heygen. Fix before any PR.
