* fix(cli): enforce capture screenshot limits and report interruptions

* refactor(cli): split screenshot step out of capture animation phase

Keeps the screenshot limit outside the mirrored core-extraction argument
list and moves scroll screenshots into their own step, so both stay under
the audit's duplication and complexity gates with no behaviour change.
