Pure service for Phase -1 of the long-form render plan: merges per-pid RSS rows into browser/renderer peaks, last-sample total and GPU presence on an unref'd interval with a reentrancy guard, so a CDP or ps failure can never reach the capture loop. CaptureOptions.onMemorySample is the live route the producer will wire so a mid-render crash still reports memory state. Nothing instantiates the sampler yet (Task 3); no behaviour change. Beyond the plan's tests, pins the double-start, empty-sample and catch guards directly, since the interval-based error test stays green when the catch is removed.
