kevin 6dba67a0c3 fix(cli): honour HYPERFRAMES_SKIP_SKILLS in skills update and bare skills (#5743) ...

skills update (bare or named) and bare skills now exit 0 with a one-line
notice instead of installing or pruning when HYPERFRAMES_SKIP_SKILLS=1, so a
pinned skills install survives the router's trigger-time update. Closes #5695.
