* perf(core): playback work follows what is on screen, so long films keep their frame rate

* fix(core): a timing change during playback re-decides every clip on that frame

* style(core): format the scene clock's rest rule

* fix(core): narrow playback media before armed lookups

* perf(core): a jump starts its video first and rebuilds the clip list after the frame lands
