Vance IngallsandClaude Sonnet 5.5 19374955c7 feat(studio): the blur panel turns on events with blur (#6255) ...

Blur finds movers by seeking, and only runs timeline callbacks while it
scans when data-motion-blur-events is on, so motion set from a render(t)
function (k3-promo's rods and pills) showed no blur. Subtle and Strong
now write the attribute and Off removes it.
