fix(registry): corner brackets fade in on cue in north-korea-locked-down (#4081)

The corner brackets sat at CSS opacity:0 and the intro gsap.from() also targeted opacity:0,

so it animated 0 to 0 (a no-op) instead of revealing them. They only appeared later via an

unrelated tween, losing the intended synchronized pop-in with the scale animation.
