chore: stop the fallow audit hook from piling up base snapshots (#5882)
* chore: stop the fallow audit hook from piling up base snapshots Upgrade fallow to 3.34, which reuses one base snapshot per checkout, and prune snapshots unused for a day with its own audit-cache command. The hand-written prune script and its test go away. Also drops the unused concurrently devDependency and moves yaml, imported by a root script, to dependencies, the two findings 3.x reports on main. * chore: allow deleting the replaced fallow prune script
