Xuanru Li 725f069cb9 feat(cli): skip the preview-server scan when HYPERFRAMES_NO_PREVIEW_DISCOVERY=1 (#6503) ...

render, check and snapshot open project history, which looks for a running
preview by probing 100 loopback ports and 5190. Behind an egress fence every
probe is refused and reported. Setting HYPERFRAMES_NO_PREVIEW_DISCOVERY=1 makes
historyDeps.findServer return null without a request, so history opens directly.
