* revert: feat(skills): reverse any video (#6754)

Keep the reverse-any-video skill and its CLI billing commands out of main until
web subscriptions are live (/pricing and /account/plan return 404 today).
Re-land together with #6833 once those pages ship.

This reverts commit cb2389cf35.
